依托中国民航大学通用航空研究中心，2004年在中国民用航空局直接关怀下成立，是我国成立第一家服务于通用航空产业的专门研究机构。参与过民航/通航的十二五、十三五、十四五规划研究，起草数十部民航法规，研究报告曾入选《人民日报-内参》、民航局内参，并获得高层领导亲自批示。
